In a puzzling development, the Shah Alam Sessions Court today refused the bid by Pandan MP and PKR vice-president Rafizi Ramli and former Public Bank officer Johari Mohamad to refer three constitutional questions regarding their charge under Banking and Financial Institutions Act (Bafia) to the High Court.
