Man gets jail for kissing DBKL woman enforcement officer

An unemployed man was jailed seven months by the Magistrate’s Court after he pleaded guilty to kissing an on-duty woman enforcement officer of Kuala Lumpur City Hall (DBKL) last year.

The charge was read out in front of Magistrate Mahyuddin Md Som to Cesar Jamanulla, 36, who was charged with using criminal force against the victim with intent to outrage her modesty in front of Hotel Ansa, Bukit Bintang, Jalan Gading near Kuala Lumpur at 7.20pm on Feb 20.

According to the facts of the case, the 27-year-old victim was on a patrol beat with her colleague, issuing summonses for illegally parked cars, when the accused had approached and tried to stop her from issuing the summons.

When the victim was about to issue a summons to the last car, the accused once again approached her and said she was beautiful.

The woman did not entertain him and ordered him to give way for her to take a picture of a car that had been summoned, but the accused took hold of the victim’s face and kissed her lips.

The victim resisted, pushing the man away but he rushed at her again until she screamed, calling her colleague, who then arrested Cesar and took him to the police station.
